You should be able to buy some if you open the Arsenal and go to the Gear option. There it shows what gear you can buy. You can buy normal scanners from the market but not synthesis scanners. You get those from Simaris. In the back of Simaris' room is a shop. On the right side directly behind his hologram.

You can scan without a trap just a little harder. When scanning you have to aim/activate and keep the center of the scanner on the glowing orbs on the target. After you scan each orb it completes.
